Ghana has signed an agreement with UAE-based Masa Depan Building Maintenance L.L.C. to facilitate the recruitment of up to 5,000 workers for construction, building maintenance and facilities management jobs in Dubai. Recruitment will begin with an initial group of 500 workers.

Ghana has taken a step towards expanding overseas employment opportunities after signing a Memorandum of Understanding (MoU) with a United Arab Emirates-based company to recruit Ghanaian workers for jobs in Dubai.

The agreement was signed by Ghana’s Minister responsible for Labour, Jobs and Employment, Emmanuel Kwadwo Agyekum, and Junhong Deng, Managing Director of Masa Depan Building Maintenance L.L.C.

According to reports published on October 13, 2026, the arrangement establishes a framework for phased recruitment of up to 5,000 workers, with the initial intake expected to comprise 500 people. Further recruitment will depend on the company’s labour requirements.

The jobs will focus on construction, building maintenance and facilities management.

Employer to Cover Key Recruitment and Employment Costs

Under the agreement, Masa Depan Building Maintenance L.L.C. will directly employ the recruited workers and assume responsibility for their wages, accommodation, insurance and other employer obligations.

The company is also expected to cover specified expenses associated with recruitment and deployment, including visa and work permit fees, medical examinations, health insurance and air tickets from Ghana to the UAE.

The arrangement is intended to make overseas employment more accessible while reducing the risk of workers being exposed to excessive recruitment charges and irregular hiring practices.

However, the specific salary packages, working hours and employment conditions for the different positions have not yet been publicly detailed.

Ghana’s Labour Ministry to Oversee Recruitment

Ghana’s Ministry responsible for Labour, Jobs and Employment will coordinate the recruitment process and verify employment requirements and contracts before workers are deployed.

The ministry will also facilitate skills assessments and certification where required, helping ensure that prospective employees meet the demands of the available positions.

Successful applicants are expected to receive pre-departure orientation covering UAE labour laws, workplace safety and workers’ rights.

These measures are designed to help workers understand their obligations and protections before travelling to the UAE for employment.

Agreement Includes Worker Protection Measures

The agreement outlines several safeguards intended to protect workers throughout the recruitment process and their employment in Dubai.

These include occupational safety training, the provision of protective equipment, the appointment of a worker welfare officer and a complaints mechanism through which employees can raise concerns without charge or fear of retaliation.

A Joint Working Committee will also be established to monitor recruitment procedures, employment conditions, workers’ welfare and implementation of the agreement.

The partnership is further expected to support skills transfer and help Ghanaians returning from overseas employment reintegrate into the country’s labour market.

Applications and Recruitment Dates Yet to Be Announced

Despite the announcement of the agreement, several important details remain outstanding.

Authorities have not yet announced the salaries for the available positions, specific qualification requirements, application procedures or deployment dates.

The agreement should therefore not be interpreted as confirmation that applications are already open or that all 5,000 positions have been filled.

Prospective applicants should follow official announcements from Ghana’s labour ministry for verified information about recruitment dates, eligibility and application channels.

Job seekers should also be cautious of individuals or agencies demanding money in exchange for guaranteed placements, particularly before an official recruitment process has been announced.

A Framework for Overseas Employment

The agreement provides a framework for connecting Ghanaian workers with employment opportunities in the UAE while introducing government oversight and measures intended to strengthen worker protection.

Its implementation will determine how the recruitment process unfolds, which skills employers require and how many workers are ultimately deployed.

For now, the initial target is 500 workers, with the possibility of expanding recruitment to up to 5,000 depending on the company’s needs.
